ACV-CSCIASIA.ORG, JAKARTA – ACVi Asia through its Platform Economy strengthening program, is currently conducting comparative research on platforms in countries across Asia, particularly Indonesia, Cambodia, and the Philippines. This program is expected to support the strengthening of national policies, through regulation, implementation of regulations, and company-level initiatives through lobbying, campaigning, and strengthening networks. It also aims to prepare the organization to attend and participate in the ILO Pre-ILC Meeting in June 2026 (ITUC-AP Pre-ILC Meeting, Bangkok, April 2026).
Together with the All-Indonesian Trade Union Confederation (KSBSI), ACV-CSC International held a meeting on Tuesday, December 16, 2025, to gather the aspirations of Indonesian workers regarding Platform Economy issues.
Maria Emeninta, Coordinator of ACVi Asia, emphasized the importance of labor unions preparing a proposed text, or position paper, on the Platform Economy to respond to stakeholders and provide comments to the ILO office ahead of the 2026 ILC.
“There’s a need for labor unions to develop an action plan for platform worker policies, particularly for web-based and location-based platform workers,” Maria said.
The meeting featured Dr. Rekson Silaban, Chair of the MPO KSBSI, who presented on the Recommendations for the Ojol Platform Worker Policy.
“What we need to strengthen in this Ojol policy is determining the status of ojol workers, the legal status of platform owners, establishing employment relationships, platform worker rights, Occupational Safety and Health (K3), Social Security Protection, the right to organize and bargain, Industrial Relations Regulations (social dialogue), and regarding rewards or remuneration, application deductions, algorithm strengthening, and oversight mechanisms,” explained Rekson Silaban.
As is known, the Economic Platform is included in the progress of the International Labour Conference (ILC) in June 2026. The ILC Progress for the Platform Economy Standard-setting, with its Double Discussion procedure, has passed the legal and practical review stage, including a Questionnaire (for government and labor union participation) – August 2024. The first discussion/consultation process, including a Draft Conclusion based on the responses of the stakeholders’ constituents – April 2025 – ILC standard-setting. A more detailed discussion regarding the text of the parties’ proposals/changes and the ILO office’s response – August 15, 2025.
Representatives from the KSBSI affiliate federation, K2N, and KSBSI Youth and Environment attended the discussion. (RED/Handi)
