Ahead of the 114th ILC, KSBSI and ACVI Asia Hold Discussion on Platform Economy

JAKARTA – The All-Indonesian Trade Union Confederation (KSBSI), in collaboration with ACV International Asia, held a discussion with the theme “ILC Agenda: Standard Setting Platform Economy,” held in Jakarta on Monday (May 18, 2026).

Participants in the discussion were 40 representatives from Indonesian trade unions who will be attending the 114th ILC in Geneva, Switzerland. The speakers were Maria Emeninta, Regional Coordinator of ACVI Asia, and Rekson Silaban, MPO of KSBSI.

This discussion is in preparation for the ILO’s annual Conference, which will be held from June 1-14, 2026 in Geneva, Switzerland. One of the key agenda items is the Second Discussion on the Creation of Decent Work for the Platform Economy.

In her remarks, Elly Rosita Silaban, President of the Indonesian Workers’ Union (KSBSI), expressed her commitment to continuing to advocate for platform workers in Indonesia. Therefore, it is crucial for labor unions to have a shared perspective on this issue.

“KSBSI has a strong interest in this issue, and therefore, we invite delegates to discuss and align their perspectives on the ILC agenda regarding platform workers. This issue is not only for KSBSI, but also for Indonesian workers,” said Elly Rosita Silaban in her remarks.

Maria Emeninta, coordinator of ACV-CSCI Asia, on the same occasion, further explained that this agenda is part of ACVI Asia’s regional program, which focuses on comparative research on platforms in various countries (primarily in Asia, specifically Indonesia, Cambodia, the Philippines, and Nepal). Supporting the strengthening of state policies through regulation, implementation of regulations, and company/local-level initiatives (supporting lobbying, campaigning on issues, and strengthening networks) is also being undertaken. Preparing partner organizations to attend and participate in the ILO session in June 2026 (Pre-ILC Meeting ITUC-AP, Bangkok, April 2026).

Meanwhile, Rekson Silaban took the opportunity to present discussion materials for the Indonesian workers’ delegation to the 114th ILC, focusing on crucial issues for the Platform Workers Committee.

Rekson reminded participants that in June 2025, governments, employers, and workers had agreed to continue discussions toward a Convention supplemented by a Recommendation. The Blue Report was the result of consultations and revisions by the ILO Office, involving 74 governments, 131 workers’ organizations, and 106 employers’ organizations.

In the session, Rekson focused extensively on platform workers, including their definition, scope, recognition, employment protection, employment promotion, and other issues concerning them. Participants were enthusiastic about the interactive discussion surrounding platform workers. In the final session, participants were expected to determine follow-up steps to address this agenda.
